Cyprus Citizenship by Naturalization: Life After Permanent Residency

August 19, 2026

Permanent Residency and Cypriot citizenship are not the same thing — naturalization generally requires seven years of legal residence within the last ten, and Cyprus’s old citizenship-by-investment scheme was permanently abolished in 2020, with today’s Permanent Residency by investment being a completely separate, residency-only programme.

Is Permanent Residency the same as citizenship?

No — Permanent Residency gives you the right to live in Cyprus indefinitely; only naturalization gives you a Cypriot passport and EU citizenship.

This distinction matters because it’s easy to conflate the two, especially given how central PR-by-investment already is to GPA Homes’ own audience. PR under Regulation 6(2) is a residency status tied to a property investment. Citizenship is a separate legal outcome, earned through years of actual residence, not through the property purchase itself.

GPA homes projects.

How many years of actual residence do you need for citizenship?

Seven years of legal residence within the last ten, plus a continuous twelve months immediately before you apply.

That combination makes the practical minimum closer to eight years in most cases. Faster routes exist for specific circumstances, covered below, but this is the standard path most PR holders would be looking at.

Does holding Permanent Residency actually count toward those years?

What counts is genuine physical presence in Cyprus, not simply holding the PR permit — and this is the one point in this whole article you should confirm individually.

Cyprus’s naturalization law counts actual time spent in the country. PR under Regulation 6(2) doesn’t itself require full-time living in Cyprus, so an investor who holds PR but spends most of the year elsewhere is unlikely to be accumulating qualifying residence in the way naturalization requires. We’d rather tell you plainly that this needs individual confirmation from an immigration lawyer or the Civil Registry and Migration Department than give you a tidy answer that doesn’t hold up for your specific situation.

Is there a faster route to citizenship?

Yes, in two specific situations — marriage to a Cypriot citizen, or qualifying as a skilled worker.

The spouse route doesn’t carry a Greek language requirement; the skilled-worker routes do, at differing levels depending on how many years you’re completing. All routes still require a clean record and a Cyprus history and institutions exam, passed at 60%.

Accelerated naturalization routes

Route

Requirement

Spouse of a Cypriot citizen

3 years of marriage/civil partnership, with cumulative residence during that time

Skilled worker (B1 Greek)

4 years’ residence, employment at a company of foreign interests, salary of €2,500+/month or relevant degree

Skilled worker (A2 Greek)

5 years’ residence, same employment conditions

What about Cyprus’s old “golden passport” scheme?

It was permanently abolished in November 2020, and today’s Permanent Residency by investment is not that scheme, nor any version of it.

Cyprus’s Citizenship-by-Investment Programme ended on 1 November 2020, following an investigative report and an EU Commission infringement procedure over citizenship granted without a genuine link to the country. More than 220 passports issued under that scheme have since been revoked. On 11 March 2026, the European Commission formally closed that infringement case, stating the breaches had been fully remedied. Permanent Residency by investment under Regulation — the programme this article, and GPA Homes‘ own PR guidance, actually discusses — is a separate, residency-only route that has never granted citizenship and was not part of the abolished scheme.

What does citizenship actually add over Permanent Residency?

An EU passport, freedom to live and work across all 27 EU states, and the ability to pass citizenship to your children — none of which PR alone provides.

Permanent Residency status is also commonly understood to lapse after roughly two consecutive years’ absence from Cyprus — an administrative practice worth confirming directly with the authorities rather than treating as a hard, unchangeable rule. Citizenship removes that fragility entirely: once granted, it’s not conditional on continued presence in the country.

Frequently asked questions

Is Permanent Residency the same as Cypriot citizenship?

No. PR gives you the right to live in Cyprus indefinitely; citizenship, earned separately through years of residence, gives you a Cypriot and EU passport.

How many years of residence does Cypriot citizenship require?

Generally, seven years of legal residence within the last ten, plus a continuous final twelve months before applying.

Does holding Permanent Residency automatically count toward citizenship?

Not automatically — what counts is genuine physical presence in Cyprus, which needs individual confirmation for your specific situation.

Is Cyprus’s citizenship-by-investment “golden passport” scheme still active?

No, it was permanently abolished in November 2020. Today’s Permanent Residency by investment is a separate, residency-only programme.

Can I pass Cypriot citizenship on to my children?

Yes — this is one of the key rights citizenship adds that Permanent Residency alone does not provide.
